Every wallet gets one ticket, and $XCARDS holders get more: their balance is read again the moment the timer ends and sets 2x, 3x or 5x tickets. Tickets are lined up by entry time. The server then takes the latest finalized Solana blockhash, which did not exist while the draw was open, and picks ticket sha256(blockhash + ":" + drawId) mod total tickets. The blockhash, slot and every ticket weight are published, so anyone can redo the math.
